You could borrow a PC and run Sonicstage > 3.2 on it. If you recorded
the original MDs with a non-HiMD deck you'd also need to borrow a RH-
1, if you recorded them with a HiMD deck just use that. You can save
the .oma files from the library onto CD and restore them onto a
different PC in the future.
Overall, I'm with Aaron here though. It's easier to save the
decompressed files. You would save space by just keeping the .oma
ATRAC compressed files. However, to make use of your backup you're
building in a strategic future requirement for a machine with an OS
that can run SonicStage (which you'll also need to save the
standalone installer for).
An MP3 of a CD will be a better quality that an MP3 made from a
compressed MD of the same CD. Whether that is appreciable to you only
your own ears will tell you.

yes, though very material dependent. You are concatenating three lots
of compression there. Listen, particularly for a phasiness in wide
bands high frequencies. If you have recordings featuring the sound of
surf or things like the wind in reedbeds listen to a comparison.
