Well the first thing I'd try is basic, run the hardware install wizard and see if it can find anything. It's amazing how often windows is simply not bothering to use what it has. But, you should note I'm a mac person, hardly a expert on windows. On macs you just plug it in and it's immediately recognized as a USB audio device, all ready to go.
