there is not much on the government site. Seems "it is recommended" to keep the cat within the confines of your home.
There is a little bit more here, but still not a law. Protecting

New neighbours have moved in behind us & their young cat has taken with glee to hunting in our bird sanctuary garden; it wears an ineffectual ribbon with a tinselly useless tinkerbell round its neck & neighbour finds it hard
to believe the thing can scale our high fence. I’m not sure this cat is legal. Probably someone can tell me.
