I believe there are cat free suburbs in Canberra but I don’t think yours would be one. I am wondering what is the aspect of legality you are asking about. Maybe you would wish to know what it is legal for you to do about it.

New neighbours have moved in behind us & their young cat has taken with glee to hunting in our bird sanctuary garden; it wears an ineffectual ribbon with a tinselly useless tinkerbell round its neck & neighbour finds it hard to believe the thing can scale our high fence. I’m not sure this cat is legal. Probably someone can tell  me.
