After talking with the neighbour you could try involving Domestic Animal Services in TAMS (e.g. via Access Canberra on 132281) and see if they will
mediate with the neighbour. At one stage the RSPCA was loaning out cat cage traps and may still do but they are intended for strays and ferals I suppose. You can carry out activities on your property such as pest control that don’t break laws such as the
ones about hazardous chemicals, firearms, animal welfare and so on but you know this particular cat is the property of your neighbour so your options what to do are constrained by that knowledge.
Better if it was wildlife or livestock or a dog. Far better if it was a different species of cat (i.e. dangerous circus animal or zoo animal). Or
there are things like roller-tops for fences which are to stop cats.

there is not much on the government site. Seems "it is recommended" to keep the cat within the confines of your home.

I believe there are cat free suburbs in Canberra but I don’t think yours would be one. I am wondering what is the aspect of legality
you are asking about. Maybe you would wish to know what it is legal for you to do about it.

New neighbours have moved in behind us & their young cat has taken with glee to hunting in our bird sanctuary garden; it wears an ineffectual ribbon with
a tinselly useless tinkerbell round its neck & neighbour finds it hard to believe the thing can scale our high fence. I’m not sure this cat is legal. Probably someone can tell me.
