The location field shows the designated default coordinates for the hotspot. Some observers choose to add additional info such as where in the reserve they saw the bird in the optional comments field. 
ebird is primarily designed for full bird lists which are more useful then incidental sightings. After walking around all of Jerrabomberra Wetlands, it would be impractical for an observer to have to enter the location of each bird they saw. What of the birds seen all over the reserve, or in multiple locations?
Eventually, ebird intends to have polygons rather than points to show hotspots- ie. There would be boundaries for the reserve rather than a representative point which in this case is Kelly's Swamp. Having all the reports grouped allows for a birder to easily find recent visits, as well as various statistics, graphs showing seasonal changes, and recent sightings for the reserve in the hotspot summary. Once the polygonal system in created, data from the sub-hotspots ie. Kelly's Swamp, Billabong Loop, Woodland Loop etc. would automatically be included in the overarching (Jerrabomberra Wetlands) hotspot as well.
