Rick on the last line: From a distance and above, we also saw a large raptor flying down-stream. It had noticeable white on the upper side of its tail. Sea-eagle?

Just on the basis of that, more likely to be a Swamp Harrier. Sea-Eagles have a white tipped tail but that is hardly the most noticeable thing about them.
