You say "large raptor with white above its tail".
Sounds like a Swamp Harrier.
The way it holds its wings is distinctive, if you got a good look. You saw it from above, that tends to change one's perspective of wing angles.
 
But habitat might make that unlikely near Angle Crossing. I would not expect them near any gorges, but if there are more open flatter areas around it is a possibility.
