I think it must be common enough from my tiny statistical sample -- I passed one tucking into a freshly roadkilled roo near Talbingo last year. It flew to a tree when I hopped out, so I got a nicer photo! I saw another a few months ago doing the same on the Boboyan Rd, not far from Fitz's Hill.

Hi Everyone,

This afternoon I observed a Brown Falcon (a local, I suspect, as I see
one quite regularly on this drive) feeding off a road-killed kangaroo
on Coppins Crossing Road, near the junction with Uriarra Road. I'm
not sure that I have seen a Brown Falcon scavenging like this before;
has anyone else?

Cheers,
Beth.
