Willows are fearsomely difficult to kill as they have adapted to
sprout from the roots, and even to sprout from branches broken off and
washed down stream.
I agree it would be better to cut and paint the stumps, but I guess
Parks and Wildlife think they can get better results by bulldozing.
Biological control would be good, but poplars are related to willows
and it may be dififcult to find a pathogen or insect that kills
willows that doesn't also kill 'amenity' poplars.
