For what it's worth, Julian, (and I await the official instructions with
interest) I submit most of my records as 'incidental' on the basis that I
do not usually undertake any systematic or comprehensive survey of an area
when I go out birding.  Even if I record and report all species/numbers
seen for a particular area, I still regard that as 'incidental' because I
am only recording them randomly as I wander around a particular area.
Also, I'm not consistent with what records I enter in the database -
sometimes I record and enter all species seen in a particular area, but
other times I only bother to submit records for what I consider 'more
interesting' species, eg, at Newline, I might record the Brown Treecreepers
and Jacky Winters but not bother to record the Magpies and Galahs.  If you
feel inclined to submit a record, I would just do so.....says somebody who
is not very good about submitting records!!
