Thanks Jack for the response. I appreciate that I have inadvertently stirred up more than I intended in putting several people to significant effort, however am sure it will be well applied and hopefully lead to a useful increase in reports from us relative newbies. 

In the meantime and before the well-considered official Instructions arrive, I'd really value a less-considered opinion on the currently relevant question that motivated my post .  Should I report the Cuckoo-shrikes and Grey Fantail and any other relatively unexciting birds (but which are my first sightings for this season) in the form of incidental records?  This is how I interpreted your G-gang column but I wanted to check if my interpretation was correct.
