Perhaps they were just trying to keep warm and got carried away!
 
But seriously, this does appear to be a very early instance of breeding behaviour. Nesting by Common Mynas in Canberra is normally in spring. The three events I've documented in Canberra Bird Notes were all in late October - early November.
 
I suspect your Myna's efforts will come to nothing, but it might be worth keeping an eye on them.

Not sure if this indicates early initiation of breeding for this pair or if the timing is within the normal range for the species in Canberra.
