Frank,
Yes it looks a suggestively like a Peregrine and
could be, but on that evidence it would be hard to rule out lots of other
things. Actually I think the proportion of time that someone sees Peregrine
Falcons in stoop or similar posture with wings pulled back, would be maybe 1% to
5% of observations of the species. As for the Little Eagle in the picture, as
small as the picture is, I really think someone would be most unlikely to
miss-identify that as Whistling Kite (point being they really are quite
different). As for Jacky Winter & Golden Whistler, I'm sure
you know another obvious difference, other than size, is the tail and
the way the JW wags it.
