Im not sure either, but it was definitely a wedgie displaying. I couldnt see another bird either.

Your first sentence is yet another good example of the phenomenon of these b&w birds nesting in close proximity. I wonder why Wedge-tailed Eagle would be in an undulating display flight, this late in the breeding season.
