I agree with Alex's first point, except I would make it a statement rather than a question. It could have been hit by a car at any distant location and been carried along the front of a car and fallen off there. It could also have been there and just passing through and unlucky.
 
Note though it is "Fyshwick sewage ponds", not "Fyshwick sewerage ponds".
