Under the Commonwealth Endangered Species Protection Act 1992
vulnerable is defined so : "a species is vulnerable at a particular
time if, within the next 25 years, the species is likely to become
endangered unless the circumstances and factors threatening its
abundance, survival or evolutionary development cease to operate".

it was better, in which case I would have said it was "facing a high
risk of becoming endangered" rather than "extinct". Their wording
makes me think Im wrong, and that it's worse than "endangered".
