Little Terns in Botany Bay

Is there any chance of constructing raised structures they could nest on, or modifying nearby existing buildings? Seems to me Little Terns would readily adapt to using appropriate structures which would easily solve the dog/people problems.

Perhaps coastal building codes could be used as a way to get roofs they could use.
