I'm interested in your conclusion that the "species" is introduced - to
Victoria, yes,
to Australia - no.
According to my info which is the "Names and Distribution of Queensland
Plants .."
produced by the Brisbane Herbarium, Melia azedarach is widespread from Africa
through Asia to Australia. It is recorded as widespread in Queensland,
with specimens
also from NSW, SA, WA, NT.
There is no indication that the species is introduced and naturalised to
Qld, and I assume the
same for the other states listed although that is not explicit.
So perhaps you need to first clarify your definition of introduced.
