Thank you very much to the several people who contacted me about Philip Island. I have visited a number of the sites recommended to me. Unfortunately the heat at the moment restricts the amount of time we can actually go birding! PI is a tiny bit cooler than Melbourne, but it's still very hot and other than the waterbirds, there isn't much moving after about 9:00AM until the late afternoon. Mechanical problems with my hire van have also curtailed our activities a bit.
