Waders to share shoreline with off the leash dogs?

As a birder - and dog owner whose dogs never go off lead - I wish you well.
Unfortunately there are many more dog owners than birders in most places
and dog owners pay registration fees which many feel "entitle" them to have
such areas, so elected councillors will I guess always tend to look at
where most of the votes are!
