Tony,

I would leave them to sort it out between themselves, as they would in  
the bush. That is unless you need the guano for your garden, which  
means that you would have to issue the lease to the greater guano  
generating group. Rather like the recent elections I suppose.

experienced in avian nesting leases for these species.
