MarkI expedited the process in 2007 by being prepared to go to the Melb Water offices in Brooklyn/Altona, but this would (I think) only be an option a weekday and during their opening hours. I sussed this all out mostly by phone before hand (and then through a wild goose chase the preceding afternoon when I was sent to the offices near the city on the understanding I could get a permit there, then being told that this was not true) and having to go to Brooklyn the day I intended to visit. I was there as the office opened (about 9:30 I think) so had my permit and was able to spend a good part of a day at WTP.
