Tim,
It looks more like a immature Rockhopper Penguin (Eudyptes chrysocome), with
some white mottling still remaining on the throat which is characteristic of
a juvenile Rockhopper, based on the illustrations in Seabirds - An
Identification Guide by Peter Harrison.
However looking at the NZ Field Guide by Heather & Robertson, the juvenile
Fiordland Crested Penguin looks the closest, although the juvenile
Rockhopper is not illustrated.
The juvenile Macaroni Penguin doesn't seem to have bold head plumes based on
the book by Peter Harrison.
It doesn't look like a Royal Penguin (Erect-Crested Penguin) based on
Harrison's or the Heather & Robertson illustrations.

Hi All,
Tom Fletcher's just email me to say that in today's Geelong Advertiser
there's a photo (page 3) of what he believes is a Fiordland Penguin. It
was picked up alive at Queenscliff and is now recovering at Melbourne
Zoo.
It's been tagged a Royal in the Geelong Advertiser, see

It looks like Fiordland to me - with the only other option (with black
face) a Macaroni Penguin (Eudyptes chrysolophus). What do you think?
