I would be more inclined towards Juv Fuscous, which don't have an obvious
plume at this age. I don't see "chip" as a problem for fuscous but I do for
Painted. Juv Painteds don't have a yellow eye-ring as far as I'm aware but
juv Fuscous definitely do along with the inner half of bill yellow. My money
is on Fuscous.
