If anyone's interested, http://www.blackwell-synergy.com/doi/pdf/10.1111/j.1474-919X.2007.00758.x shows the British Ornithologists' Union's taxonomic committee's latest thinking on Herring-type gulls, published only a few months ago. In short, they treat both Mongolian (mongolicus) and Vega (vegae) gulls as subspecies of the American Herring Gull, Larus smithsonianus.
