The AOU's South American Classification Committee seems to do a good
job to me, and I've heard more knowledgable people say the same.  It has
representation from outside the US  - and a lot of neotropical work is
done from the US.  I doubt Spanish&Portugese speakers resent the AOU
choosing English common names either - maybe there is great antipathy
in Belize but I doubt it.
