Does this refer to people only talking about their areas, or about
people talking about their areas but forgetting to mention what their
area is?

I thoroughly agree, but I think if people are starting totally new
threads then they should also create a new message from scratch.  Even
if the subject line is changed, the new message still gets threaded
under the old one if one uses the reply function merely to obtain the
list's email address.  Or is that what you meant?
