Heck yes, happens all the time. I remember when I first took up birding
spending much time and effort to find a Bush Stone Curlew. After finally
seeing one the drive home at night presented over half a dozen more. Lucky
not to have run over a couple.

Yes mine follows your theory exactly. I chased Glossies over hill and dale
for 6 months or even more, with no luck. I finally got onto them after a tip
off from Neil Kirby and spent the day watching them, pretty sure I'd never
see them again.

 

The very next day there was a different pair in the front yard, and I've
seen a dozen or so more in the 12 months since.
