Andrea, the bird you saw almost certainly is infected with Psittacine
Circovirus (Beak and Feather Disease) .
This disease can produce lots of different symptoms in birds, mostly death.
In lorikeets the young birds often loose all or some of their flight or tail
feathers in a symmetrical pattern. They may also show feathers that are the
'wrong' colour; usually yellow or black.
Of course it might just have been a strange mutation but your description
fits many sick young lorikeets I have seen myself.

At Wilson Reserve in Ivanhoe, only the western part of the Bailey
Billabong now holds water. In a Red Gum overhanging the water were four
Rainbow Lorikeets, apparently a family group. Two birds seemed inclined
to beg from the other two, but whether this indicated that they were
this season's young I'm not sure. They looked adult, but one was very
conspicuous because it had bright yellow feathers on its upper wing
coverts, and also on its underside from the orange breast right aft to
the undertail coverts. The effect was of a very yellow bird when seen
in profile or from below. At least a third of the feathers on the
folded wing was yellow, some in a patch and others scattered through the
green. It made its normal companions look quite drab by comparison.
