Yep that looks like a White-winged Black Tern to me. Can just see the
"ear muffs" (horse shoe over crown) and its smaller head to the
Whiskered Terns next to it. If it had no black smudges to the sides of
breast it would also rule out Black Tern.

Subject: WTP Werribee: Tern id
Hi all,
Today Mike Tesch and I did a birdtour along the You Yangs and WTP.
Highlights were approximatley 10 Little Lorikeets at the You Yangs and
at WTP 4 Freckled ducks, a fantastic show of Short-tailed Shearwaters
(the birds came right up to Wilsons Point) and a possible White-winged
Tern. I managed to get one blurry picture from the tern. Anyone who
can confirm the id or tell me what other tern this might be, is
welcome to email me. The link you can find at Recent sightings page
from Birdline Victoria
http://www.eremaea.com/BirdlineRecentSightings.aspx?Culture=en-AU&Birdli
ne=1&Path=8
We also saw a kind of Mannikin type bird: plain brown and a massive
mannikin type bill. Anyone seen something similar?
Regards,
Albert Vrielink
