There are a number of them (mostly not free!) - I wrote my own but I did try
J-Bird a long time ago.

I am trying to get all my sightings uploaded to the web so that there is a
long term picture for everyone and would encourage you to do the same. I
have used both Eremaea (http://www.eremaea.com/Welcome.aspx) and Birdpedia (
http://www.birdpedia.com/) - both are good. There is always the BA Atlas,
but you can't at the moment retrieve the data you give them.
