Thanks Philip I had the following response from Richard Loyn earlier today: Hi Val, I've also seen wintering Sacred Kingfishers feeding from mudflats in Western Port, mainly among mangroves, eg at Tooradin, and know that others have done also. I presume they are catching crabs or other tidal invertebrates, a less seasonal source of food than their usual prey. So those that remain may well end up congregating in mudflat/mangrove habitats.
