This "purse" has been adorning the neck of this bird for some time and would appear to be a tracking device. Indeed, if memory serves, I first saw this device over a year ago. I would have thought that it would have come off by now, especially as it gave the impression of being glued to the breast feathers, rather than hanging from some kind of a strap.
