I feel guilty about this message appearing with no senders name. It
identical to one I, Martin Butterfield, had composed although I didn't think
I'd sent it. I was very surprised to find it appear in my inbox, let alone
with no indication of the sender's name. Well done Bill Gates I guess.
To avoid wasting people's downloads I have deleted Syd's message to which I

I feel that Syd Curtis gets some crucial issues exactly right in his
message. The key point is a distinction between commercial use and
non-commercial use. I could distinguish these easily: if you sell your
images (or products containing them) it is commercial. It could also make
the fee collection simple, since it could be done as a royalty on the
proceeds of sale rather than attempting to identify commercial photographers
at the park boundary.
There are many places overseas in which it is necessary to purchase a permit
to take photographs of various things, both natural and man-made, public
sector and private sector.
