The answer seems to be no.  Peregrine (I think) have no state or federal
listing on threatened species schedules.  All bird species are protected
from "harm" in NSW by the National Parks and Wildlife Act unless scheduled
as unprotected fauna.  My naive reading suggests evicting a bird without
confining it would be legal.
