Frank, I do not know whether other people have responded to you on this so hopefully I am not repeating them. Peregrines are known to nest on city buildings, transmission towers, power station chimneys, and other artificial sites as well as cliffs, tree holoows etc so the white patch could indicate a preferred site for nesting but could also indicate a favoutite perch from where they locate and bring their prey to eat. It might also be the site where they leave from to enter or to reach their nest site. Egg laying generally takes place in mid to late August in Central NSW.
