The conductivity of seawater means that the albatross's satellite
transmitters won't work through seawater (a friend satellite-tracks
crocodiles).  Your diving friend is wrong too, GPS receivers won't work
under seawater.  Divers do  float the GPS or an antenna on a buoy at
the surface.
