Contact David Drynan at the Aust Bird Banding Scheme  He will be able to tell you immediately.  While I'm not absolutely sure, but I doubt anyone is marking cormorants in this manner - there would have to be far better ways of colour marking this group.  This being the case, I doubt it would get past the ABBBS.
