Does that mean the Bill is dead in the water?

If you click on Bill Search on the NSW parliamentary website, bills
section
http://www.parliament.nsw.gov.au/prod/web/phweb.nsf/frames/1?open&tab=bills

it says that the Game Bill lapsed at the 2nd reading stage when
parliament was prorogued on 20/2/02.

The site also says that "Notices of Motions and Orders of the Day for
Bills that were before the Parliament on the date of prorogation have
lapsed. No further action will be taken by the Parliament on those
bills, unless the bill has been restored by resolution of the House
to the Business Paper for the current session."

This does not appear to have happened as yet.

The 2nd reading speech was presented on 28/11/01. This does not show
on the website, presumably because the bill has lapsed, but would be
in the paper version of Hansard. The full text of the bill can be
downloaded from here, using Adobe and the explanatory notes can also
be read.
