20 Frisky Eagles

I had an unusual experience yesterday at Lal Lal Falls, near Ballarat.  As I approached a large pine tree, 20 wedged-tailed eagles suddenly flew out of its top, sending a shower of  clawed and mauled pine cones down nearly on top of my head. 
I know little about bird matters. Can someone tell me if it is usual for such a large number of eagles to be together?
I am not even sure if they where even Wedged-tails, they deifnetly had the high pitched call of an eagle and where very large, predatory, hawk/eagle-like birds. What other bird could this be that travels in groups?
 
Any help would be appreciated.
