As indicated by Peter Woodall, most Australian states do indeed have regulations
which prohibit the 'take of wildlife/feathers' etc. from 'roadkills' or other
situations (eg. beachwashed).

In Victoria the relevant legislation is the Wildlife Act 1995.  I understand
from colleagues in our Wildlife Licensing section that it is a blanket policy
covering all wildlife, with only registered/recognised institutions (such as
sanctuaries, museums, etc) able to take body parts of animals from the wild.

So technically it is illegal to take feathers (or any parts) from a roadkilled
bird or animal in Victoria

Two useful documents for anyone interested to know further details are the
following.  They are available from the NRE Customer Services Centre (CSC) on
136 186.  (Note the different purposes in each document title)

NRE (1999) A Guide to Laws relating to keeping Wildlife for private purposes in
     Victoria. Department of Natural Resources and Environment: Melbourne.

NRE (1998) A Guide to Laws relating to keeping Wildlife for Commercial purposes
    in Victoria. Department of Natural Resources and Environment: Melbourne.
