Agressive Crow

The school where my wife teaches is being plagued by a very aggressive Torresian? Crow that frequently swoops on and pecks at passers-by.
Has anyone else observed a crow to behave like this?
 
Does anyone have any suggestions for discouraging this behaviour, besides removing the crow?
