'feral' birds of the Top End

Hello All

I've just received the list of birds declared feral by Mike Reed, 
Minister for Parks and Wildlife (NT Govt. Gazette No. 2, 17 Jan. 2001).

Listed along with domestic fowl, Domestic Pigeon and House Sparrow are 
several native birds.  Some like Long-billed Corella are reasonable 
additions, I think.  However the list also includes  Norfolk Island 
Parakeet, endemic to that island and endangered, and Golden-shouldered 
Parrot!

A senior office staffer says there must be some rationale for the makeup 
of such a list (apparently it was put together by NT Parks and Wildlife), 
but for the life of me I can't think what it is!  Anyone out there got 
any clues?
