As others have already pointed out it is SPAM or
unsolicited junk mail.

I've already complained to his ISP


Probably will not do anything
but I pointed out I wouldn't do 
business with them in the future
if they allowed their clients to use the service to spam.

A good ISP company should do something about it
especially if many complained..
