I am not an aborist, but my answer would be that diseases are part of
natural ecosystems, as are parasites and predators, and 'good arboriculture
practice' is a simplistic way of looking after ecosystems and communities.
It is, rather, a way of treating individual trees, something that
presumably arose from forestry practices, or ornamental gardening, but is
inappropriate for dealing with general environmental management. In a
phrase, 'he can't see the wood for the trees'.
