I am just wondering if the answer could be something like an originally
fairly loose flock of pigeons (racing pigeons?) being spooked by the sight
of a raptor, maybe even a stooping peregrine, and diving (and tightening
up) into the forest or woodland below for cover.  It is difficult to
understand why else a flock would fly at speed beneath (which must pose
collision hazards) rather than above the canopy.
