If you are going to Cheltenham you must visit the Slimbridge centre  (close by).
You could try  Gloucester for accomodation  and nearby  Robinwood hill and
woodlands are great birding spots within walking distance.
I have  know of Puffins on the Isle of Man but don't know about the mainland.
