A further thought, suggested by your mention of the RAOU checklist.

The ABA has a list for the AOU area, which I think takes in Canada, the 
continental US(including Alaska, but not Hawaii), Mexico and Central America.

Maybe a solution to the issue of what to do about Cocos-Keeling, 
Christmas and Macquarie(why not Heard as well?) would be to include them 
in an AOU list but not in the Australian list.

Does that make any sense?
