I'm not sure if this is the case in the TS7600, but traditionally Unix 
has an inetd daemon, and a file /etc/inetd.conf which specifies which 
services are turned on.  In today's world telnet is frequently disabled 
by commenting out that line with a # sign, ref port 23.

Check that.
